Jadis un insigne d\u2019honneur de la Silicon Valley, ce mantra promettait innovation, rapidit\u00e9, disruption et it\u00e9ration. Mais transpos\u00e9 des jeunes pousses technologiques \u00e0 l\u2019administration publique, il devient une menace \u2014 non une strat\u00e9gie. Dans un monde o\u00f9 la donn\u00e9e est un pouvoir et o\u00f9 la gouvernance doit concilier efficacit\u00e9 et \u00e9thique, cet \u00e9tat d\u2019esprit peut se r\u00e9v\u00e9ler non seulement imprudent, mais dangereux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cet article examine l\u2019origine de cette phrase, sa mauvaise interpr\u00e9tation dans le secteur public et les cons\u00e9quences d\u2019initiatives comme DOGE, o\u00f9 la qu\u00eate de vitesse a rel\u00e9gu\u00e9 au second plan la reddition de comptes, la protection des donn\u00e9es et la confiance du public.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Une philosophie de startup mal comprise par les bureaucraties<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019expression Move fast and break things a \u00e9t\u00e9 popularis\u00e9e par la culture d\u2019ing\u00e9nierie de Facebook sous Mark Zuckerberg. L\u2019id\u00e9e \u00e9tait simple : privil\u00e9gier l\u2019innovation rapide plut\u00f4t que la prudence. Si rien ne se brise, c\u2019est que l\u2019on n\u2019innove pas assez vite.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si cela a (temporairement) fonctionn\u00e9 pour les d\u00e9ploiements rapides de fonctionnalit\u00e9s logicielles, Facebook lui-m\u00eame a fini par abandonner cette devise, la rempla\u00e7ant par Move fast with stable infrastructure lorsque les co\u00fbts de cette approche sont devenus \u00e9vidents. Le mythe a pourtant perdur\u00e9, notamment avec la diffusion des philosophies Agile et Lean au-del\u00e0 des startups, jusque dans les gouvernements et les grandes entreprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019Agile, cependant, n\u2019a jamais pr\u00f4n\u00e9 une vitesse t\u00e9m\u00e9raire. Il valorise la r\u00e9activit\u00e9, l\u2019it\u00e9ration et les solutions qui fonctionnent \u2014 non le chaos d\u00e9guis\u00e9 en productivit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">DOGE et l\u2019illusion d\u2019une gouvernance \u201cproduit\u201d<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">En 2025, le Department of Government Efficiency (DOGE) a \u00e9t\u00e9 lanc\u00e9 avec Elon Musk \u00e0 sa t\u00eate, apportant la bravoure de la Silicon Valley au sein des syst\u00e8mes f\u00e9d\u00e9raux. Inspir\u00e9 des pratiques disruptives du secteur priv\u00e9, DOGE a mis l\u2019accent sur la rapidit\u00e9, la r\u00e9duction des co\u00fbts et les transformations technologiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mais le d\u00e9mant\u00e8lement pr\u00e9cipit\u00e9 de garde-fous a rapidement soulev\u00e9 des alarmes :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Plus de 20 employ\u00e9s en technologie du gouvernement ont d\u00e9missionn\u00e9 en signe de protestation.<\/li>\n\n\n\n<li>Aucune transparence n\u2019a \u00e9t\u00e9 offerte sur la gouvernance des donn\u00e9es.<\/li>\n\n\n\n<li>Aucune assurance que des donn\u00e9es sensibles \u2014 citoyennes ou corporatives \u2014 resteraient s\u00e9curis\u00e9es, priv\u00e9es ou prot\u00e9g\u00e9es contre les abus.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Dans un contexte corporatif, de telles violations de la vie priv\u00e9e ou de l\u2019usage \u00e9thique des donn\u00e9es entra\u00eeneraient des poursuites et des sanctions r\u00e9glementaires. Dans l\u2019administration publique, elles minent le fondement m\u00eame de la confiance d\u00e9mocratique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les actions de DOGE ont conduit \u00e0 des cons\u00e9quences tangibles :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Des rapports ont r\u00e9v\u00e9l\u00e9 que plus de 14 millions de dossiers m\u00e9dicaux et fiscaux de citoyens ont \u00e9t\u00e9 temporairement expos\u00e9s en raison d\u2019int\u00e9grations de syst\u00e8mes pr\u00e9cipit\u00e9es.<\/li>\n\n\n\n<li>Par la suite, plusieurs lanceurs d\u2019alerte ont confirm\u00e9 des cas d\u2019acc\u00e8s non autoris\u00e9 \u00e0 des ensembles de donn\u00e9es prot\u00e9g\u00e9es, d\u00e9clenchant des enqu\u00eates par des organisations de d\u00e9fense des libert\u00e9s civiles.<\/li>\n\n\n\n<li>La r\u00e9action publique a inclus des manifestations massives \u00e0 Washington D.C., New York, San Francisco, ainsi que des marches de solidarit\u00e9 \u00e0 Londres, Berlin et Sydney \u2014 r\u00e9unissant des centaines de milliers de personnes pr\u00e9occup\u00e9es par la surveillance, l\u2019usage abusif des donn\u00e9es et l\u2019effondrement de la transparence d\u00e9mocratique.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Quand on brise des choses qui ne doivent pas \u00eatre bris\u00e9es<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019hypoth\u00e8se selon laquelle la vitesse \u00e9quivaut \u00e0 la comp\u00e9tence n\u2019est pas seulement erron\u00e9e \u2014 elle est dangereuse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prenons le scandale Cambridge Analytica de Facebook : r\u00e9sultat direct d\u2019API permissives, con\u00e7ues pour \u00e9voluer rapidement, sans garde-fous. Ou encore les d\u00e9faillances du Boeing 737 MAX, o\u00f9 la rapidit\u00e9 de mise en march\u00e9 a \u00e9t\u00e9 jug\u00e9e plus importante que la s\u00e9curit\u00e9 et la transparence. Ce n\u2019\u00e9taient pas de simples bogues. C\u2019\u00e9taient des d\u00e9faillances syst\u00e9miques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DOGE repr\u00e9sente un danger similaire. Lorsque les gouvernements avancent vite sans structure, ce qui se brise n\u2019est pas seulement une ligne de code : ce sont la vie priv\u00e9e des citoyens, les normes \u00e9thiques et des fondements juridiques de longue date.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">L\u2019illusion de richesse : pourquoi les milliardaires ne sont pas automatiquement de bons leaders<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La fascination publique pour des figures riches comme Musk d\u00e9coule d\u2019un biais profond\u00e9ment enracin\u00e9 : l\u2019id\u00e9e que la r\u00e9ussite en affaires se traduit par des comp\u00e9tences en gouvernance. Mais la richesse n\u2019est ni un gage de sagesse, ni d\u2019\u00e9thique, ni de sens des responsabilit\u00e9s civiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019effet de halo \u2014 ce biais cognitif selon lequel l\u2019excellence dans un domaine implique l\u2019excellence partout \u2014 fausse la perception sociale. Un milliardaire sans exp\u00e9rience des syst\u00e8mes publics est per\u00e7u comme capable de \u201ccouper dans la bureaucratie\u201d, alors qu\u2019en r\u00e9alit\u00e9, il ignore souvent les structures m\u00eames qui prot\u00e8gent les droits et assurent l\u2019\u00e9quit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le leadership dans l\u2019administration publique exige transparence, d\u00e9lib\u00e9ration et service \u2014 non la vitesse au d\u00e9triment de la stabilit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion : avancer avec r\u00e9flexion et b\u00e2tir la confiance<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Les gouvernements doivent \u00e9voluer. Ils doivent se moderniser. Mais ils ne doivent pas adopter l\u2019imprudence propre aux startups. Le secteur public n\u2019est pas un bac \u00e0 sable \u2014 c\u2019est le syst\u00e8me d\u2019exploitation de la soci\u00e9t\u00e9. Ses d\u00e9faillances touchent des vies, non de simples indicateurs d\u2019usage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il est temps de r\u00e9\u00e9crire la devise :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Avancer avec r\u00e9flexion. B\u00e2tir la confiance.
