Ce r\u00e9flexe, h\u00e9rit\u00e9 du taylorisme, s\u2019est transmis sous d\u2019autres formes \u2014 proc\u00e9dures, audits, tableaux de bord \u2014 jusqu\u2019\u00e0 devenir une culture du contr\u00f4le.<br>Or voici que l\u2019intelligence artificielle, cens\u00e9e prolonger cette ma\u00eetrise, en r\u00e9v\u00e8le la fragilit\u00e9.<\/p>\n\n\n\n<p>L\u2019IA, par nature, \u00e9chappe \u00e0 la logique de cause et effet. Ses mod\u00e8les sont statistiques, opaques, souvent impr\u00e9visibles. Et pourtant, nous la traitons encore comme un outil classique de gestion : un moyen d\u2019optimiser, de standardiser, de tout mesurer. C\u2019est l\u00e0 le premier paradoxe : en cherchant \u00e0 renforcer le contr\u00f4le gr\u00e2ce \u00e0 l\u2019algorithme, nous en perdons parfois le sens m\u00eame.<\/p>\n\n\n\n<p>Le rapport 2025 AI-Ready Governance Report de OneTrust note que 92 % des grandes organisations pr\u00e9voient d\u2019augmenter leurs budgets li\u00e9s \u00e0 la gouvernance de l\u2019IA dans les deux prochaines ann\u00e9es. La priorit\u00e9 : \u00ab r\u00e9duire les risques \u00bb. Mais ce mot-l\u00e0, <em>risque<\/em>, trahit souvent une peur du flou. Nous voulons que les syst\u00e8mes automatiques soient encadr\u00e9s, auditables, document\u00e9s \u2014 en somme, rassurants.<br>Pourtant, comme le souligne la ITU dans son Annual AI Governance Report 2025, la gouvernance algorithmique ne peut pas se limiter \u00e0 une question de conformit\u00e9 : elle exige \u00ab une capacit\u00e9 d\u2019adaptation culturelle \u00bb. Autrement dit, il faut apprendre \u00e0 vivre avec une part d\u2019incertitude.<\/p>\n\n\n\n<p>Les entreprises ont longtemps cru qu\u2019un bon tableau de bord suffisait \u00e0 piloter la complexit\u00e9. Mais \u00e0 l\u2019\u00e8re de l\u2019IA, la donn\u00e9e devient mouvante : elle s\u2019interpr\u00e8te, se d\u00e9forme, se r\u00e9entra\u00eene. Ce qui \u00e9tait hier un indicateur fiable peut, aujourd\u2019hui, amplifier un biais invisible. C\u2019est ce que d\u00e9crit une \u00e9tude publi\u00e9e dans <em>Technological Forecasting &amp; Social Change<\/em> : les syst\u00e8mes d\u2019IA \u201capprennent\u201d nos logiques de pouvoir et nos angles morts, puis les reproduisent \u00e0 grande \u00e9chelle.<br>Le contr\u00f4le, dans ce contexte, devient circulaire : nous surveillons des mod\u00e8les qui nous imitent.<\/p>\n\n\n\n<p>Ce ph\u00e9nom\u00e8ne se traduit d\u00e9j\u00e0 dans les organisations. Dans certains minist\u00e8res, les projets d\u2019IA sont frein\u00e9s non pas par la technologie, mais par la difficult\u00e9 de savoir <em>qui contr\u00f4le quoi<\/em>. Les cadres craignent de \u201cperdre la main\u201d sur les d\u00e9cisions automatis\u00e9es, tandis que les analystes, eux, ne veulent plus porter seuls la responsabilit\u00e9 de mod\u00e8les qu\u2019ils ne comprennent qu\u2019\u00e0 moiti\u00e9. Cette tension cr\u00e9e une forme de \u201ccontr\u00f4le sans contact\u201d : tout est mesur\u00e9, mais plus personne ne se sent v\u00e9ritablement responsable.<\/p>\n\n\n\n<p>Les cabinets de conseil s\u2019en inqui\u00e8tent. Une enqu\u00eate de PwC (2025 Responsible AI Survey) r\u00e9v\u00e8le que 78 % des dirigeants consid\u00e8rent la gouvernance responsable de l\u2019IA comme une priorit\u00e9 strat\u00e9gique, mais moins d\u2019un tiers se disent capables de la mettre r\u00e9ellement en \u0153uvre. Le foss\u00e9 se creuse entre les chartes \u00e9thiques et les pratiques du quotidien.<\/p>\n\n\n\n<p>Dans le secteur priv\u00e9, la tentation est forte d\u2019utiliser l\u2019IA comme levier d\u2019optimisation permanente : productivit\u00e9, temps d\u2019\u00e9cran, performance individuelle. Mais cette obsession du contr\u00f4le quantifi\u00e9 finit par produire l\u2019effet inverse. Comme le rappelle KPMG dans son \u00e9tude <em>Trust, Attitudes and Use of Artificial Intelligence<\/em>, la confiance ne se d\u00e9cr\u00e8te pas par la pr\u00e9cision des algorithmes : elle se construit par la transparence, la compr\u00e9hension et la responsabilit\u00e9 humaine.<\/p>\n\n\n\n<p>Un article de <em>Corporate Compliance Insights<\/em> r\u00e9sume le dilemme en une phrase : \u00ab L\u2019IA audite les chiffres, pas l\u2019\u00e9thique. Les humains doivent gouverner. \u00bb Autrement dit, la culture du contr\u00f4le ne peut pas se d\u00e9l\u00e9guer \u00e0 la machine. Elle doit se transformer en culture du discernement.<\/p>\n\n\n\n<p>Il ne s\u2019agit pas de renoncer \u00e0 la rigueur, mais de d\u00e9placer le centre de gravit\u00e9. Passer du contr\u00f4le de conformit\u00e9 au contr\u00f4le de sens. Se demander non plus seulement \u201cest-ce exact ?\u201d mais \u201cest-ce juste ?\u201d.<br>C\u2019est une transition silencieuse, mais essentielle : l\u2019avenir de la gouvernance algorithmique se jouera moins sur la qualit\u00e9 des audits que sur la maturit\u00e9 \u00e9thique des organisations.<\/p>\n\n\n\n<p>Les leaders qui l\u2019ont compris parlent d\u00e9sormais de \u201cconfiance op\u00e9ratoire\u201d : cette confiance qui permet de d\u00e9l\u00e9guer sans se d\u00e9responsabiliser, de s\u2019appuyer sur l\u2019IA tout en gardant la main sur la finalit\u00e9.<br>Elle repose sur trois piliers : la transparence (expliquer comment et pourquoi un mod\u00e8le agit), la proportionnalit\u00e9 (ne pas tout automatiser simplement parce qu\u2019on le peut), et la r\u00e9flexivit\u00e9 (accepter de remettre en question les r\u00e9sultats produits).<\/p>\n\n\n\n<p>Dans un monde o\u00f9 les algorithmes pr\u00e9tendent nous aider \u00e0 mieux d\u00e9cider, la vraie question devient : saurons-nous encore douter ?
